Lynn Tokarczyk

Prior to launching Business Development Strategies, Inc. (BDS), in 2003, Lynn worked in retail, state government and business consulting.


Lynn is a true entrepreneur. From 1987-1994, she owned and operated Sincerely, Lynn Inc., an upscale women's apparel retail store in Wayland, Mass. During this time, she learned the operations of running a business — a valuable skill set that has served Lynn well throughout her career. The store's popularity caught the eye of Channel 5 (WCVB-TV), which named her one of the most successful entrepreneurs in the MetroWest region.


Lynn's background and entrepreneurial spirit appealed to the Massachusetts Office of Business Development (MOBD), which she joined in 1995. As a MOBD Project Manager and then Regional Director under the Cellucci Administration, Lynn educated the business community about the many economic development tools available through the state.


At MOBD, Lynn also assisted with key state public infrastructure projects that were completed on time to accommodate business expansion decisions. While at MOBD, she worked with hundreds of businesses and gained an intimate understanding of state and local resource programs.


In 2000, Lynn was recruited by Ernst & Young (E&Y), where she served as a Manager and then Senior Manager for the New England Area State and Local Tax Incentives practice specializing in tax incentives. Her work with Fortune 500 companies on key business incentive projects generated significant financial incentives for her clients.


In 2003, Lynn formed BDS after finding a number of companies unaware of the economic development programs and tools available.


A graduate of Lasell College, Lynn is a member of the MetroWest Chamber of Commerce, Neponset Valley Chamber of Commerce, Tri-Town Chamber of Commerce, South Shore Chamber of Commerce, United Regional Chamber of Commerce, Small Business Association of New England, and Associated Industries of Massachusetts, Board of Directors member.


Lynn’s leadership, entrepreneurial spirit, competitive nature and diplomatic negotiation skills have allowed the firm to engage many prestigious clients. She is considered one of the top government incentive consultants in the state due to BDS’ impeccable track record and reputation for exceptional service.


Jonathan Chapman

Jon Chapman is on the BDS team and Director at Feeley & Driscoll, P.C., with 35 years experience in providing individual and business tax consulting services, including business structure planning, acquisitions and reorganizations. He is well-versed in various federal and state tax incentive programs including the Massachusetts's Economic Opportunity Area Tax Credit ("EOAC).


Jon holds a Bachelor of Science degree and graduated magna cum laude from Syracuse University with a Master’s of Science degree in Accounting.


Laurie Curtis

Laurie Curtis is on the BDS team and is the President of 1620 Associates, a governmental affairs and communications consulting firm. Laurie provides government incentives services to BDS and serves as the firm’s primary lobbyist.


Prior to becoming a consultant, she worked as the Director of Governmental Affairs for the Massachusetts, New Hampshire, and Rhode Island Credit Union Leagues. Laurie also served as the Assistant State Director of the National Federation of Independent Business (NFIB). Laurie has taught political science courses at Bridgewater State College and Suffolk University. Laurie holds a Bachelor’s degree in History and English from Palm Beach Atlantic University and a Master’s of Political Science from Brown University.


John Perten

John is on the BDS team and is a Partner at Sheehan Phinney Bass & Green. He provides representation to clients in a wide variety of services. John provides BDS with structuring Tax Increment Financing (TIF) agreement contracts and other tax related incentive documents.


John is an adjunct faculty member at Babson College in Wellesley, Mass., where he teaches a graduate level course entitled “Managing the Legal Environment of Business.” He also served as Town Counsel for Massachusetts municipalities. John holds a Bachelor’s degree from Cornell University and graduated cum laude from Suffolk University School of law.
